Conway, AR Noise Ordinances: Aircraft Noise (2026)

Chapter 8.48, Aircraft Operation, adopted by Ordinance No. O-85-43, defines "aircraft" broadly under § 8.48.01 to mean any aeroplane, airplane, gas bag, flying machine, balloon, or any contrivance now known or later invented, used or designed for navigation or flight in the air. Section 8.48.02 makes it illegal to land any aircraft within Conway's corporate limits except upon a regularly established airport, field or landing place, unless an emergency exists. Section 8.48.03 similarly bars operating an aircraft on any street, roadway or other place not established as an airport field or landing place, again subject to the emergency exception.

The noise-specific rule, § 8.48.04, is a single flat prohibition: unnecessary noise by aircraft operators within or over the corporate limits of the City of Conway is prohibited, with no decibel threshold or time-of-day carve-out written into the text. Section 8.48.05 sets the penalty for any violation of the chapter, including the noise clause, at a misdemeanor punishable by a fine not exceeding $300.00, imprisonment for a term not exceeding ten days, or both. The Conway Municipal Airport, addressed separately in Chapter 8.52, is the city's designated landing facility and the reference point for what counts as a lawful operating location under this chapter. Because § 8.48.04 does not define "unnecessary," enforcement is fact-specific and handled case by case rather than through a fixed noise-monitoring standard.
