Hayward Executive Airport (HWD) is owned by the City of Hayward and hosts general aviation traffic including flight schools and business jets. Federal law (Airline Deregulation Act, Airport Noise and Capacity Act of 1990) preempts local aircraft noise regulation. HWD completed an FAA Part 150 Noise Compatibility Study which established a voluntary nighttime fly-quiet program (10 PM to 7 AM), preferred runway use, and noise abatement departure procedures. The 65 CNEL contour is largely contained within airport property. Residents may file noise complaints through the airport's complaint line or webform. Schools and homes within the 60 CNEL contour may be eligible for sound insulation programs.
