Chapter 130's amplified-sound subchapter starts broad: Section 130.39 bars anyone from using sound amplifying equipment anywhere in the city except as the subchapter allows. Section 130.40 governs commercial use, permitting amplified advertising only inside an enclosed building under Section 130.42's terms, or from equipment mounted in a vehicle selling goods available in that vehicle, and even then only between 10:00 a.m. and 10:00 p.m.; a violation of this subsection is expressly made an infraction rather than a misdemeanor.
