Baldwin Park, CA Noise Ordinances: Vehicle Noise (2026)

Vehicle noise in the City of Baldwin Park is addressed by several provisions of Chapter 130. BPMC 130.37(D) (Exhausts) makes it unlawful 'to cause emission into the open air of the exhaust from any motorboat or motor vehicle except through a muffler or other device which will effectively prevent loud or explosive noises therefrom.' BPMC 130.37(A) (Horns and signaling devices) bars sounding a vehicle horn except as a danger warning, creating an unreasonably loud or harsh sound, or sounding a horn for an unnecessary and unreasonable period. BPMC 130.38 adds two City rules: subsection (A) (Vehicle repairs) makes it unlawful to repair, rebuild, or test any motor vehicle within a residential area between 7:00 p.m. and 7:00 a.m. so as to cause discomfort or annoyance to a neighbor; subsection (B) (Motor-driven vehicles) bars operating any motor-driven vehicle in a manner that disturbs a neighbor, except vehicles operated on a public highway, street, or right-of-way, which are excluded. For on-highway vehicles, the operative standards are the California Vehicle Code: VC 27150 requires an adequate muffler in constant operation, and BPMC 130.37(J)(10) expressly exempts 'any noise or situation within the scope of Sections 23130 or 23109 of the Vehicle Code of the state.' So on-street exhaust enforcement is largely a state Vehicle Code matter, while off-street repair/testing and signaling rules are the City's.
