So on-street exhaust enforcement is largely a state Vehicle Code matter, while off-street repair/testing and signaling rules are the City's.
Modified or missing-muffler exhaust (BPMC 130.37(D)), misuse of a horn (BPMC 130.37(A)), or night vehicle repair/testing in a residential area (BPMC 130.38(A)) are City code violations enforced under the general penalty BPMC 10.99 (misdemeanor up to $1,000 / 6 months unless made an infraction).
