Chapter 5.60 governs any dwelling rented for less than 30 consecutive days, and Section 5.60.070(F) is blunt: "No amplified or reproduced sound shall be used outside or audible from the property line of any short-term vacation rental unit between the hours of 10:00 p.m. and 10:00 a.m." Unlike the entertainment-license noise standard in Chapter 8.09, this is not a decibel meter test; any amplified or reproduced sound audible past the property line during those hours breaks the rule outright, regardless of loudness. Short-term rentals are permitted only in the coastal zone as defined by the California Coastal Commission and in the La Costa Resort and Spa Master Plan area under Section 5.60.030, which covers the Balboa and Cortez buildings at 2003 and 2005 Costa Del Mar Road specifically.

The owner or their authorized agent must keep a local contact available 24 hours a day, seven days a week to respond to noise complaints within 45 minutes under Section 5.60.070(B), and must use "reasonably prudent business practices" to stop guests from creating unreasonable noise once notified under Section 5.60.070(D) and (E). Commercial events like weddings and receptions are separately banned at these units under Section 5.60.070(G), and the permit itself, plus the 24-hour complaint number, must be posted on the exterior of the unit under Section 5.60.070(C).
