Chapter 14's sound truck provisions define the terms first: section 14-38 defines a sound truck as any motor vehicle with sound-amplifying equipment mounted or attached, and defines sound-amplifying equipment as any machine or device that amplifies the human voice, music or any other sound, expressly excluding standard car radios heard only by vehicle occupants and emergency or traffic warning devices. Section 14-39 bans operating a sound truck for commercial sound advertising anywhere in the city with the amplifying equipment running, though it carves out music traditionally played by roving ice cream trucks selling frozen treats, so long as no other Code section is violated.

Section 14-40 goes further and bans noncommercial use too: no one may operate a sound truck with its amplifying equipment on, or run that equipment while the truck is stopped or parked, for any purpose.
