Section 21-2 makes it unlawful to place, keep, or maintain a recreational vehicle on any lot in the city, outside a designated RV park, without first obtaining a permit from the city manager or a designee; Section 21-3 requires a notarized written application naming the applicant and the property location. Section 21-4 then sets the placement rules: no more than one recreational vehicle is allowed on a parcel at a time, it must sit in the rear or side yard, never beyond the front of any structure, and no closer than three feet to any habitable structure, though Class B vehicles under 23 feet are exempt from the placement rule.

The vehicle must stay licensed and operable, cannot connect to any utility besides electric, cannot be used for business, storage, sleeping, or human habitation, and cannot sit in the right-of-way. Two built-in exceptions allow sleeping or habitation for stretches under 120 hours, up to twice a year, with a free city permit, and allow the placement rule to be waived for up to 72 hours for loading and unloading before or after a trip. A vehicle already in place before January 2, 2014 could get a special permit under Section 21-5 exempting it from the placement rule alone, though that exemption is void the moment the RV is sold or replaced.

Separately, Section 12-2(t) limits every property in the city to storing no more than one vessel and trailer outside an enclosed building, unless the property holds a valid occupational license for a boat or launch business.
