Modesto, CA Noise Ordinances: Amplified Music & Outdoor Sound (2026)

Section 4-9.103(c) of the Modesto Municipal Code declares that 'the loud and raucous use or operation of any radio, amplifier, phonograph, stereo, compact disc or tape player, loudspeaker, bullhorn, megaphone, or other device for the producing or reproducing of sound' is a public nuisance. Section 4-9.103(f) likewise prohibits the loud and raucous use of any 'drum, guitar, horn, or other musical instrument or device.' These restrictions apply at all hours; what is acceptable during a weekday afternoon may still be 'loud and raucous' at night given the factors in § 4-9.102 (proximity to sleeping facilities, duration, density, etc.). Parades, fireworks displays, and other special events with a City-issued permit are exempt under § 4-9.104(c), but only so long as the permit's written conditions are followed.
