Full Breakdown

Rockwall's noise ordinance treats exterior loudspeakers and sound-amplifying equipment as a specific noise-disturbance violation. Anyone running loudspeakers or amplifiers mounted on a vehicle or set up on a street, sidewalk, park, or public or private property to advertise, address a crowd, or play music must first get a permit or variance from the police chief, unless the sound stays within the residential/commercial/industrial decibel limits set in Section 16-184 (55-75 dBA depending on zone and time of day).
