Rockwall, TX Parking Rules: Commercial & Oversized Vehicles (2026)

Sec. 26-507(e) of the Rockwall code first defines an "oversized vehicle" and then makes parking one in a residential zone an offense.

The definition uses both vehicle types and measurements. By type, a tow truck (wrecker), truck tractor, road tractor, semitrailer, dump truck, and bus are oversized in Rockwall no matter how long or heavy the individual vehicle is. A passenger motor vehicle designed to carry more than 16 persons is also included. By measurement, any vehicle greater than 23 feet in length is oversized, and so is any truck with a rated capacity over 1(1/2) tons. The length test applies to "any vehicle," not only to trucks, while the capacity test applies to trucks. A truck shorter than 23 feet is still oversized in Rockwall if its rated capacity is over 1.5 tons, and a truck under that capacity is still oversized if it is longer than 23 feet.

The offense is broad. A person commits it if the person "parks or stands or allows the parking or standing" of an oversized vehicle "at any place within a residential zone." The word "allows" means responsibility under Sec. 26-507(e) is not limited to the driver. The phrase "at any place" means the Rockwall rule is not limited to the street. The quoted text sets no time limit, so there is no overnight or short-stay allowance.

The defenses are narrow: active loading or delivery, public utility or construction work, and a service call at a residence other than the driver's own. Unlike RVs and boats, oversized commercial vehicles in Rockwall have no screening or registration path that would make parking at home lawful.
