Rockwall, TX Parking Rules: Street Parking Limits (2026)

Sec. 26-505 of the Rockwall code opens with the words "An operator may not stop, stand, or park a vehicle," then lists the prohibited places. Because stopping and standing are covered along with parking, a brief stop in Rockwall with the driver still behind the wheel is treated the same as leaving the car parked.

The quoted items work like this. Item (1) bars stopping "on the roadway side of a vehicle stopped or parked at the edge or curb of a street." In plain terms, that is double parking beside a car already at a Rockwall curb. Items (2), (3), and (4) bar stopping on a sidewalk, in an intersection, and on a crosswalk. Those items carry no conditions, so they apply anywhere in the city whether or not a sign is posted and whether or not traffic is actually blocked. Item (6) covers the area "alongside or opposite a street excavation or obstruction," but only "if stopping, standing or parking the vehicle would obstruct traffic." Unlike the sidewalk and crosswalk items, that one is conditional, so the question beside Rockwall road work is whether the vehicle gets in the way of traffic. Item (9) applies "where an official sign prohibits stopping," which lets the city restrict a location simply by posting it.

The Rockwall list also reaches areas near safety zones, bridges, and railroad tracks. A separate section requires drivers to leave at least ten feet of roadway open for traffic, so a spot that is not on the Sec. 26-505 list can still be unlawful if the parked vehicle leaves less than that. Several named streets, including Summer Lee Drive and stretches of South Lakeshore Drive, carry outright no-parking designations.

Violations are misdemeanors enforced by the Rockwall Police Department. A vehicle left standing or parked unattended in violation for more than 24 hours can be towed and impounded.
