Junked vehicles, including a part of a junked vehicle, which are located in any place where they are visible at any time of the year from a public place or public right-of-way are detrimental to the safety and welfare of the general public, reduce the value of private property, invite vandalism, create fire hazards, constitute an attractive nuisance creating a hazard to the health and safety of minors ... and such vehicles are, therefore, declared to be a public nuisance.

A junked vehicle, wrecked, dismantled, or inoperable for more than 72 hours on public property or 30 days on private property, and missing a current plate or inspection sticker, visible from a public place or right-of-way is a declared public nuisance under Sec. 26-129. The police department must mail a 10-day notice to the owner or occupant before abatement, and the owner can request a hearing before the municipal judge, who may order removal. Vehicles fully enclosed in a building or screened by fence or shrubbery on a licensed dealer's or collector's lot are exempt.
