Amplified music at private residences, bars along Adams Street and the Warehouse District, and outdoor festivals at Promenade Park, Levis Commons, and the International Park amphitheater is subject to different rules. Private residential use must stop amplified outdoor music by 10 PM, and amplified sound plainly audible at 50 feet or inside a closed neighboring dwelling is presumptively unreasonable. Licensed venues must stay within their liquor permit conditions and any special-event permit issued through the Department of Neighborhoods. Public outdoor events, including concerts at Promenade Park on the Maumee Riverfront, require a sound permit that sets specific decibel and end-time limits, typically 10 PM weeknights and 11 PM Fridays and Saturdays. The Warehouse District near Adams Street has a higher ambient tolerance given its mixed-use character, but residential conversions in the district have tightened enforcement since 2015. Block parties require a separate street-closure permit that addresses amplified sound.
