Persistent animal noise is not exempt from Clayton County's noise ordinance. The § 62-3.4(11) farm-noise exception expressly does not cover animal noise within 500 feet of a residentially zoned district, and habitual barking is also handled by Animal Control.
Clayton County's noise ordinance protects residents from disturbing animal noise. While § 62-3.4(11) exempts farm equipment and noise from a lawful AG-zoned use, that exception "shall not apply to animal noise within 500 feet of a residential zoned district." So barking or other animal noise near homes is not shielded and is judged under the general § 62-3.2 standard: loud, unnecessary sound audible 50 feet or more from its origin that disturbs a reasonable person is unlawful. Habitual or continuous barking is more commonly enforced through Clayton County Animal Control's separate ordinance. Residents can report chronic barking to Police/Animal Control. Cities within the county apply their own barking rules.
