Leaf blowers, mowers, edgers and other domestic power equipment are exempt from Clayton County's noise ordinance only when they have a working muffler and are used 8 a.m.–9 p.m. on weekdays or 10 a.m.–9 p.m. on weekends and holidays.
Clayton County allows normal yard maintenance but limits when noisy equipment may run. Under § 62-3.4(9), the operation of lawn mowers, edgers, trimmers, power hedge shears and other domestic power-operated equipment is exempt from noise enforcement only when the equipment has a properly functioning muffler meeting manufacturer's standards and it is used between 8:00 a.m. and 9:00 p.m. on weekdays and 10:00 a.m. and 9:00 p.m. on weekends and holidays. Outside those hours, or with a defective/modified muffler, a leaf blower loses the exemption and can be cited under the general § 62-3.2 standard (audible 50 feet, disturbs a reasonable person). Cities within the county may impose stricter windows.
Using power equipment outside the allowed hours is a misdemeanor under Code § 1-12: a fine not exceeding $1,000.00 or six months imprisonment, or both.
