The Town Board's stated intent in § 35-1 is to construe the whole chapter liberally to prevent 'unreasonably loud and disturbing noises' harming the 'life, health, welfare and good order' of Islip residents, and § 35-3D applies that intent squarely to nuisance animal noise.
