Long Branch, NJ Noise Ordinances: Barking Dogs (2026)

City of Long Branch Code § 109-7(D), amended March 22, 1988 by Ordinance No. 20-88, bars any person from keeping, harboring or maintaining, on premises they own or occupy even in part, a dog or other animal that 'habitually' barks, howls or whines and disturbs the public peace. The word 'habitually' means an occasional bark at the mail carrier will not trigger the section; the conduct has to be a recurring pattern loud or persistent enough to disturb neighbors. The provision sits in § 109-7 alongside the article's other keeping rules: wearing a registration tag (A), not tampering with another dog's tag (B), not interfering with the Animal Control Officer (C), running at large (E), leashing to eight feet with a handler at least 12 years old (F), and property damage caused by a dog (H).

Enforcement typically starts with a complaint to the Health Officer or Police Department, which under § 109-6 can send an Authorized Agent, the Health Officer, a Registered Environmental Health Specialist, an Animal Control Officer or a police officer, to investigate. Because § 109-7(D) covers 'any dog or animal,' it is not limited to dogs; a habitually noisy caged bird or other pet kept on the same premises can fall within the same rule.
