Parker, CO Noise Ordinances: Barking Dogs (2026)

Section 9.03.040(a) makes it unlawful for an owner or keeper of any animal to permit that animal, by loud and persistent or habitual barking, howling or yelping, to disturb any person or neighborhood, and declares such disturbance a public nuisance. The Town does not need to identify or describe the specific animal doing the barking; it only needs to show who has possession, care, custody or control of the animal. Subsection (b) creates a rebuttable presumption of an unlawful violation in a prosecution where the disturbing noise occurred either between 10:30 p.m. and 7:30 a.m., or at a time when none of the residents at the property where the animal is kept were home, shifting the practical burden to the owner to rebut that presumption in Parker Municipal Court. The provision was added by Ordinance 5.06.33.4 in 2008 and sits within Chapter 9.03, Dogs and Cats, though by its text it reaches any noisy animal, not dogs alone.
