Chicopee, MA Noise Ordinances: Construction Hours (2026)

Section 200-3(D) of the Chicopee Code lists construction noise among the acts the City Council declares loud, disturbing and unnecessary. It prohibits the erection, including excavating, demolition or repair of any building, further than between 7:00 a.m. and 9:00 p.m. on weekdays, defined in the section as Monday through Friday. The window closes at 9:00 p.m. and opens at 7:00 a.m., so work outside those hours on a weekday is a violation.

The one exception for weekday work outside the window is an urgent necessity in the interest of public safety. It requires a one-to-two-day permit from the Building Department, and the permit can be renewed three times or less while the emergency continues.

The code then addresses weekends in a separate rule for private residences. The prior sentence does not apply on weekends to private residences for which hired contractors are not employed. Weekend hours that apply to those residences are limited to 8:00 a.m. to 6:00 p.m. from September through April and to 8:00 a.m. to 8:00 p.m. from May through August. The only weekend hours printed in § 200-3(D) are these owner-work hours, so a homeowner doing the work personally and a hired contractor are treated differently in the text.

This subsection sits beside the general noise standard in § 200-2, which prohibits any unreasonably loud, disturbing and unnecessary noise, and beside § 200-3(I), which prohibits unnecessary noise in the operation of any business, factory, plant or yard, including excavating, blasting where permitted, grinding, breaking, crushing or processing of materials.
