Rockdale County, GA Noise Ordinances: Construction Hours (2026)

m. from Saturday morning through Sunday night, covering "site preparation, assembly, erection, repair, alteration, demolition or similar action of buildings or structures or equipment or fixtures" for utilities including water, sewerage, electricity, natural gas, telephone and cable television, per the section's own definition. Two exceptions apply. First, action made necessary by an emergency to secure property damaged by calamity, restore essential utility service such as water, gas, electric, telephone or sewer, remove fallen trees or debris from a right-of-way, or abate a life-threatening condition is never a violation, regardless of the hour.

Second, work performed during the barred hours is not a violation if the noise it generates is not plainly audible beyond the property line of the site itself, the same audibility test the ordinance uses for amplified music elsewhere in section 42-1. The rule sits within Article I of Chapter 42, Environment, alongside the county's other noise-source rules, and was carried into the current Code from Code 1978 § 9-1004 and amended by Ord. No. 2007-21 (2007) and Ord. No. 0-2010-05 (2010). Enforcement runs through the Department of Planning and Development's code enforcement officers and Rockdale County Sheriff's Office deputies, who investigate complaints against a job site's actual start and stop times rather than a permit condition.
