Santee, CA Noise Ordinances: Construction Hours (2026)

Section 5.04.090(A), adopted by Ordinance 558 in 2019 and amended by Ordinance 612 in 2023, treats construction noise separately from the general nuisance standard in Section 5.04.040. Subsection (A)(1) confines any single or combination of powered construction equipment at a construction site to 7:00 a.m. through 7:00 p.m. on Mondays through Saturdays, unless the Director of Planning and Building or the Director of Engineering expressly approves a different schedule. Subsection (A)(2) shuts equipment down entirely on Sundays and City-recognized holidays absent that same director-level approval, and subsection (A)(3) makes clear the prohibition covers starting, idling or moving the equipment, not just active use, at any time before 7:00 a.m. or after 7:00 p.m. on weekdays and all day on Sundays and holidays.

The exemption in Section 5.04.170 for emergency work carves out repair and restoration jobs, provided the Noise Control Officer is notified in advance where possible. Because Section 5.04.030 makes the most restrictive rule control, a builder cannot rely on business-hours approval to run equipment past 7:00 p.m. if a residential-zone curfew elsewhere in the chapter would cut off earlier. For jobs using loud equipment for more than 10 consecutive workdays, Section 5.04.090(A)(4) layers on a separate public-notice requirement covered under Santee's decibel-limits rule. The Director of Planning and Building's approval authority means a contractor seeking earlier starts or Sunday work must apply to that office before beginning rather than after a neighbor complains.
