Santee, CA Noise Ordinances: Leaf Blower Rules (2026)

Section 5.04.070, adopted by Ordinance 558 in 2019, singles out a lawn mower, backpack blower, lawn edger, leaf blower, riding tractor, or any other machinery, equipment, or other device, or any hand tool which creates a loud, raucous or impulsive sound, and forbids running any of it within or adjacent to a residential zone between 10:00 p.m. and 7:00 a.m. of the following day, with no separate rule for gas versus electric models. The ban sits inside Chapter 5.04, Noise Abatement and Control, where Section 5.04.030 directs that whenever two noise sections conflict, the more restrictive limit governs, so a contractor cannot use the daytime construction-equipment hours in Section 5.04.090 to excuse a leaf blower run after 10:00 p.m.

The Noise Control Officer, defined in Section 5.04.020 as the Director of Community Services, holds primary enforcement authority and can call on the San Diego County Sheriff's Department's Santee Station for field response. Because the ordinance is a strict time-and-place rule rather than a decibel test, an inspector does not need a meter reading, only proof the equipment ran in or next to a residential zone inside the curfew window. Emergency work is exempted only under Section 5.04.170, and that exemption is limited to work restoring safety after a calamity, so a resident clearing storm debris after 10:00 p.m. is not automatically covered. The rule applies citywide wherever a residential zone borders the work, covering neighborhoods near Trolley Square and Mission Trails alike.
