Construction hours in Ventura County, CA โ sometimes called construction noise rules or contractor work-hour ordinances โ set when contractors can run power tools, hammers, and heavy equipment.
Ventura County's Construction Noise Threshold Criteria and Control Plan defines daytime construction as 7 a.m. to 7 p.m. weekdays and 9 a.m. to 7 p.m. on weekends and holidays. Evening (7-10 p.m.) and nighttime (after 10 p.m.) construction near noise-sensitive uses is normally not permitted and faces far stricter dBA limits.
For discretionary projects in unincorporated Ventura County, construction noise is governed by the County of Ventura Construction Noise Threshold Criteria and Control Plan, applied through the Planning Division and the General Plan's Hazards and Safety Element. The Plan defines Daytime as 7:00 a.m. to 7:00 p.m. Monday through Friday and 9:00 a.m. to 7:00 p.m. Saturday, Sunday and local holidays. Evening hours are 7:00 p.m. to 10:00 p.m., and Nighttime hours are 10:00 p.m. to 7:00 a.m. on weekdays and 10:00 p.m. to 9:00 a.m. on weekends and holidays. Normally no evening or nighttime construction is permitted near noise-sensitive receptors; if it is allowed, reduced thresholds apply. Daytime fixed Leq(h) limits at the nearest noise-sensitive receptor (or 10 feet from the facade) decline as the project lengthens: 75 dBA for 0-3 days, 70 dBA for 4-7 days, 65 dBA for 1-2 weeks, 60 dBA for 2-8 weeks, and 55 dBA for projects longer than 8 weeks (or ambient plus 3 dB, whichever is greater). The evening limit is 50 dBA and the nighttime limit is 45 dBA. Emergency construction is exempt.
Construction noise standards are imposed and enforced as conditions of discretionary planning approvals; the permitting agency reviews mitigation measures and confirms compliance. When monitored construction noise fails the applicable threshold, the noncompliant activity or equipment must be stopped or effective remedial measures taken to restore compliance.
