Summary

Caddo Parish caps outdoor sound at a regulated property line by receiver type and time of day under § 32-163's Table 1: as low as 45 dBA at night near noise-sensitive receivers, up to 60 dBA around other receivers, or the background level plus 5 dBA, whichever is greater.

City-specific rules exist: Shreveport has its own decibel limits rules that differ from Caddo Parish's county-level regulations. If you live in Shreveport, check the city-specific page instead.

No person or entity shall cause, allow, or permit the operation of any source of sound which creates a sound level that exceeds the background sound level by more than 5 dBA or the applicable levels in Table 1 at a regulated receiver, whichever is greater, when measured in accordance with section 32-165. ... Full Breakdown

Caddo Parish Code of Ordinances § 32-163, part of the parish's noise ordinance adopted by Ordinance No. 5072 in March 2011, bars anyone from operating a sound source that exceeds the background sound level by more than 5 dBA or the applicable limit in Table 1, whichever is greater, measured at or within a regulated receiver's property line under the measurement procedures in § 32-165. Table 1 sets six numeric ceilings by receiving property type and time of day: for a noise-sensitive receiver, 50 dBA from 7:00 a.m. to 10:00 p.m. and 45 dBA from 10:00 p.m. to 7:00 a.m.; for a residential or designated protected receiver, 55 dBA daytime and 50 dBA nighttime; and for any other receiver, 60 dBA at all hours.

The parish based those numbers on the World Health Organization's 1999 Guidelines for Community Noise combined with its own onsite measurements. Section 32-163 layers in three more numeric limits: a low-frequency limit barring 31.5 and 63 Hz octave-band sound from exceeding 65 dB(Flat) or the background level plus 5 dB(Flat); an impulsive-noise limit barring impulse sound from exceeding the background level by 15 dBA; and a pure-tone limit measured against the two adjacent one-third octave bands, ranging from 5 dB at 500 Hz and above up to 15 dB at or below 125 Hz.

A temporary noise allowance lets an activity run 15 dB over the limit for a single day, or 10 dB over for up to 14 consecutive days, once every 90 days, if the responsible party first tells the affected neighbors about the noise's duration and nature. A noise control officer employed by the parish enforces the article and can issue citations and pursue violations under § 32-166.

Violations & Fines

Exceeding the Table 1 limits, the low-frequency, impulsive, or pure-tone limits, or violating a permit condition is enforced by the parish's noise control officers under § 32-161 and § 32-166, and a significant noise generator that exceeds its limits after a compliance notice can be cited immediately. Where § 32-163 sets no separate fine, the parish's general penalty in § 1-8 applies: up to $500.00, up to 30 days in the parish jail, or both, with each day a continuing violation.

Frequently Asked Questions

What is the nighttime noise limit near a Caddo Parish home?
50 dBA measured at the receiving property line between 10:00 p.m. and 7:00 a.m. for a residential or designated protected receiver, dropping further to 45 dBA if the property qualifies as a noise-sensitive receiver, under the Table 1 limits in § 32-163.
Can a project get louder than normal for a special event?
Yes, with notice. Section 32-163(b)'s temporary noise allowance permits a 15 dB increase over the normal limit for a noise event lasting one day or less, or a 10 dB increase for up to 14 consecutive days, but only once every 90 days and only if the responsible party first informs the affected neighbors.
Who enforces the Caddo Parish noise limits?
A parish noise control officer, defined and empowered under § 32-161, measures sound levels under the procedures in § 32-165, investigates complaints, issues permits for amplified sound, and can pursue citations for exceeding the § 32-163 limits, with enforcement authority detailed in § 32-166.
