Flagler County, FL Noise Ordinances: Decibel Limits (2026)

Sec. 22-55 of the Flagler County Code bars any source of sound from exceeding the limits in the ordinance's Table 1 for more than ten percent of any measurement period, measured beyond the originating property's line, and treats a reading above the table as prima facie evidence of a violation, measured on the A-weighted scale with a slow time constant. , 65 dBA; and Agricultural, at all times, 75 dBA. Sound moving from one zoning district into a stricter district must meet the receiving district's limit, measured from within that district, and the county relies on its zoning map to set the applicable use occupancy category, treating hospitals, nursing homes, assisted living facilities, schools, libraries and churches as commercial uses, with any unclassified area defaulting to the commercial standard; noise from industrial-zoned property instead follows LDC Sec.

18. Sec. 22-56 exempts several categories outright, including lawnmowers and landscaping machinery run during daylight hours, construction equipment operated with proper mufflers, non-amplified voices or crowds, and noise covered by a special-event permit, which instead follows that permit's own conditions. 4-1983 or its successor by a trained operator.
