The ordinance uses time-aggregated decibel thresholds rather than instantaneous limits, recognizing that brief noise events differ from sustained disturbances. Measurements are taken at the property line of the affected receiver. Power tools and lawn maintenance equipment used between 7:00 a.m. and 8:00 p.m. in residential areas are permitted provided the equipment is properly functioning with all mufflers installed per manufacturer specifications. Sustained violations during permitted hours can still be cited if levels exceed standards.
