Residential zones cap at approximately 50 dBA daytime (7 a.m.–10 p.m.) and 40 dBA nighttime (10 p.m.–7 a.m.); noise-sensitive zones cap at ~45 dBA at all times; commercial at ~55 dBA. Measurements are taken at the closest adjoining property line between habitable parcels or at the nearest public right-of-way, four feet above ground, ten feet from the nearest wall. Chapter 11.34 Table 11.34-2 also caps temporary increases over ambient based on duration of the noise event.
Per Chapter 11.34, the unit of measure is the A-weighted decibel (dBA) equivalent continuous sound level (Leq). 'No person shall make, cause, or allow noise that exceeds the standards of Table 11.34-1, inclusive of ambient noise.' Measurements: at the closest adjoining property line between habitable parcels, or nearest public right-of-way, 4 ft above ground, 10 ft from any structure/wall. Exemptions include emergency alerts, public safety/warning systems, playground/school activities, and religious services. Noise-sensitive zones (schools, hospitals, libraries, places of worship) are signed and trigger a special prohibition on noise disturbance. Interior noise standards apply to multi-family dwellings. Vibration is also regulated. The South Gate General Plan Noise Element (Chapter 9) uses CNEL/Ldn contour mapping to identify cumulative-noise compatibility, with 65 CNEL being the residential-incompatibility threshold consistent with California Office of Noise Control guidelines and Title 25 CCR §1092.
Violations are enforced under Chapter 11.34 and the South Gate Municipal Code's general penalty (Title 1). Per Cal. Gov. Code §36900, first administrative citation up to $100; second within one year up to $200; third+ up to $500. Misdemeanor prosecution is available for willful or repeated violations.
