Lynwood Municipal Code caps manufacturing-zone noise at 75 dBA at all hours (Section 3-12.5) and bars machinery, pumps, fans or air conditioning from exceeding the ambient base level by more than 5 decibels at the property line (Section 3-12.12).
For industrial sources, Section 3-12.5 sets a 75 dBA ambient base limit in manufacturing zones during day, evening and night. Section 3-12.12 separately makes it unlawful to operate any machinery, equipment, pump, fan, air conditioning apparatus or similar mechanical device so as to raise noise at a property line more than 5 decibels above the ambient base level. At a boundary between a manufacturing zone and a quieter zone, the quieter zone's limit governs (Section 3-12.5.b), protecting adjacent homes. Measurements follow the Section 3-12.4 procedure at the receptor's property line, averaged over 15 minutes with an A-weighted meter.
Industrial or mechanical noise over the applicable limit violates Sections 3-12.5 or 3-12.12 and is a misdemeanor under Section 1-5 or an infraction. Persistent violations may be abated as a public nuisance by injunction or lien (Section 3-12.20).
