Section 3-12.17 (Loud Parties or Gatherings) applies when loud music or noise from a party on private property in a residential zone is audible 50 feet from the source. Deputies may cite responsible persons, order the noise stopped, and issue a warning that a second response within 12 hours makes the host liable for the city's response costs, billed and due within 15 days. Section 3-12.15 makes it unlawful to play music on a boom box (radio, cassette, CD or similar device) closer than 50 feet outside any residential property line, day or night, if unreasonably loud. Amplified outdoor sound on public property is separately regulated under Section 3-12.16.
Loud parties and boom-box music violate Sections 3-12.17 and 3-12.15; each is a misdemeanor under Section 1-5 or an infraction. Repeat party responses within 12 hours trigger cost-reimbursement liability for the host or property owner.
