Lynwood, CA Noise Ordinances: Amplified Music & Outdoor Sound (2026)

Section 3-12.16 requires anyone other than law enforcement or government personnel who wants to install, use or operate a loudspeaker or sound amplifying equipment, fixed, movable or truck-mounted, on a street, alley, sidewalk, park or other public property to file a registration statement with the director of development services at least three days before the planned use, listing the owner and user's name and contact information, the equipment's maximum wattage and decibel output, the audible range, any sound truck's license and motor number, and whether the use is commercial or noncommercial.

The director must approve the statement unless traffic or pedestrian safety would be compromised or the proposed use would otherwise violate the code; a denial can be appealed to the city council. Commercial users pay a fee set by council resolution; noncommercial use is free. Once approved, amplified sound is limited to 10:00 a.m. to 8:00 p.m. on weekdays, with no commercial use at all on Sundays or legal holidays and noncommercial use on those days confined to 11:00 a.m. to 7:00 p.m. The equipment cannot exceed 15 decibels above the ambient base noise level, and it cannot operate within 200 feet of a church, school, hospital, or city or county building.
