Under Section 3-12.16, using a loudspeaker or sound amplifying equipment on any street, sidewalk, park or public property requires filing a registration statement with the Director of Development Services at least three days ahead and obtaining approval. Only music or human speech is allowed. Operation is permitted only between 10:00 a.m. and 8:00 p.m., and commercial use is barred on Sundays and legal holidays; noncommercial use on those days is limited to 11:00 a.m.-7:00 p.m. Sound may not exceed 15 decibels above the ambient base level, and equipment may not operate within 200 feet of churches, schools, hospitals, or city or county buildings. Commercial use requires a fee set by council resolution.
Operating amplified equipment without an approved registration, outside allowed hours, over the 15 dB cap, or within 200 feet of protected uses violates Section 3-12.16. Violations are misdemeanors under Section 1-5 or infractions, each a separate offense (Section 3-12.19).
