Lynwood Municipal Code Section 3-12.14 bars repairing, rebuilding or testing motor vehicles in residential areas between 10 p.m. and 7 a.m. if it disturbs neighbors, and prohibits operating any motor-driven vehicle so as to annoy residents, except on public highways.
Section 3-12.14 makes it unlawful in any residential area to repair, rebuild or test a motor vehicle between 10:00 p.m. and 7:00 a.m. in a manner that causes a reasonable resident discomfort or annoyance. It also bars operating any motor-driven vehicle, including automobiles, trucks, motorcycles, dirt bikes, minibikes and go-carts, in a way that annoys nearby residents, though vehicles on a public highway, street or right-of-way are excluded from that part. On-street vehicle noise, horns and mufflers on public roads are governed by the California Vehicle Code. Excessive vehicle stereo noise may also fall under the boom-box rule (Section 3-12.15).
Nighttime residential vehicle repair or annoying off-road vehicle operation violates Section 3-12.14. Violations are misdemeanors under Section 1-5 or infractions, each a separate offense. Highway noise, horns and mufflers are enforced under the state Vehicle Code.
