Unlike some cities, unincorporated Ventura County has no daytime ban or hour restriction aimed only at leaf blowers. Instead, the County's nighttime noise ordinance (Article 11, Sec. 6299-2) expressly includes, in its definition of loud or raucous noise, the use or operation of any lawn mower, backpack blower, blower, lawn edger, riding tractor or other mechanical or electrical device or hand tool. Combined with Section 6299-1, this means running a backpack or gas leaf blower in a residential zone between 9 p.m. and 7 a.m., where it is audible 50 feet from the property line, is a violation. During daytime hours the County imposes no leaf-blower-specific limit. Separately, California state law now restricts the equipment itself: under Assembly Bill 1346 and the California Air Resources Board's Small Off-Road Engine (SORE) regulation, the sale of new gas-powered small off-road engines (including most gas leaf blowers and lawn mowers) has been phased out starting in 2024. The state law restricts new sales, not the continued use of already-owned compliant equipment, so existing gas blowers may still be operated in the county subject to the nighttime noise rule.
Operating a blower in violation of the nighttime window is a violation of Article 11 (Sec. 6299-3), a misdemeanor/infraction under Section 13-2 of the County Ordinance Code, enforced by the Sheriff. Enforcement of the statewide gas-equipment sales restriction is handled by the California Air Resources Board, not the County.
