Danbury, CT Noise Ordinances: Leaf Blower Rules (2026)

The only Danbury provision that reaches gas or electric leaf blowers is the exclusions list in Sec. 28-53(g)(6) of the Code of Ordinances. A search of the Code finds no reference to leaf blowers or blowers by name, no ban on gas-powered models and no equipment-specific decibel cap, so a blower is treated as engine-powered or motor-driven lawn care or maintenance equipment.

Subsection (g) opens by saying that the maximum noise levels established pursuant to subsection (f) do not apply to noise emitted by or related to the listed sources. Paragraph (g)(6) lists noise generated by engine-powered or motor-driven lawn care or maintenance equipment between the hours of 7:00 a.m. and 9:00 p.m. The exclusion carries one condition: noise discharged from exhausts must be adequately muffled to prevent loud and/or explosive noises. The code defines a muffler as a device for abating sounds such as escaping gases, and it defines domestic power equipment to include lawn and garden tools intended for use in residential areas by a homeowner.

The window is a single 7:00 a.m. to 9:00 p.m. band. The exclusion does not shorten it for Sundays or holidays, even though the code definition of daytime hours starts at 10:00 a.m. on Sundays and holidays and ends at 8:00 p.m. every day. Outside the 7:00 a.m. to 9:00 p.m. window, paragraph (g)(6) offers no protection, so the subsection (f) table applies to blower noise. At a residential receptor after dark, that table holds a commercial or residential emitter to 45 dBA and an industrial emitter to 51 dBA in the column labeled A/night, and Sec. 28-53(d)(1) separately bars loud, unnecessary, unusual or excessive noise that disturbs the comfort, repose, health, peace or safety of others.

The muffling condition is written around exhaust noise, so a blower with a poorly muffled exhaust falls outside the exclusion even inside the window. Enforcement can rely on the plainly audible standard, meaning sound detected by a person using unaided hearing, or on a sound level meter, under subsection (d)(2).

Snow removal equipment receives a parallel exclusion in paragraph (g)(8), conditioned on good repair and adequately muffled exhausts, with no hour limit stated. Subsection (g)(5) separately excludes noise created as a result of an emergency, including homeowner generators conforming to manufacturer and government use and sound standards.
