Danbury, CT Parking Rules: Loading Zones (2026)

The core rule is Sec. 46-154 of the Danbury Code of Ordinances. Vehicles bearing commercial license plates can occupy the parking meter space next to any parking meter for the purpose of loading or unloading merchandise or packages without depositing a coin, provided the loading or unloading is done as expeditiously as possible. The section sets no minute limit; the only measure is speed. The text names commercial license plates, merchandise and packages, so a passenger-plated car is not covered by the meter exemption.

The definition of parking in Sec. 46-149 reinforces the point for the meter division. Parking means the standing of a vehicle on a highway, street, public parking garage or public surface parking lot, except temporarily while actually engaged in receiving or discharging passengers or loading or unloading merchandise, or when stopped for traffic regulations, signs or signals.

Dedicated loading zones work differently. Under Sec. 46-188 the traffic authority designates towing zones in no-parking areas and unloading zones, and those zones must be clearly designated by appropriate signs. Sec. 46-1 adds that no order of the traffic authority determining loading and unloading zones is effective unless signs, signals or markers reasonably calculated to give notice of the regulation are installed.

Other curb rules have no loading exception. The fire zone and fire lane rule in Sec. 46-125(b) bars parking or standing except when actually picking up or discharging passengers, and it does not list loading merchandise. Metered spaces otherwise require payment on entering, by coin, currency, debit card, credit card, pre-paid parking card or mobile parking app, and overtime parking is a violation under Sec. 46-152(a). The Danbury Parking Authority can install meters and set fees, time limits and hours inside public garages and surface lots under Sec. 46-151(b).

Enforcement runs through the fine schedule in Sec. 46-116(a), which lists Loading zone at $100.00 citing Sec. 46-188, with an asterisk meaning such higher amount as state law establishes. Under Sec. 46-116(c), fines are payable within seven (7) days of a summons or citation, and a fine unpaid after thirty (30) days draws a penalty equal to the original fine.
