Section 46-118 bars leaving a vehicle on the traveled portion of any highway except close against the right-hand curb, facing traffic. No vehicle may sit within 25 feet of an intersection, marked crosswalk, or stop sign, within 50 feet of another stopped vehicle across the road, or at a curve, turn, or hilltop where it can't be seen from 150 feet away. Disabled vehicles get a reasonable grace period for repairs or towing. The city's own parking fine schedule (§ 46-116(a)) lists blocking a driveway as a § 46-118 violation alongside intersection and street obstructions.
