Doña Ana County, NM Noise Ordinances: Leaf Blower Rules (2026)

Doña Ana County does not have a standalone leaf-blower ordinance; gas and electric leaf blowers are instead regulated as 'power equipment' under § 261-21(B), the same subsection covering sweepers, power mowers, rototillers, power saws and similar equipment used for gardening, property repair or surface sweeping. on weekends and holidays; running a leaf blower in the daytime is not itself a Chapter 261 violation. During nighttime hours, outdoor power equipment cannot be operated in a manner that creates noise exceeding the Table 1 limits in § 261-11: 50 dB(A) on residential or noise-sensitive property, 60 dB(A) on office or commercial property, and 70 dB(A) on industrial property, measured on the property receiving the sound.

The same 'emergency work' exception that covers stationary machinery under Subsection A also applies here, so equipment used to restore a property to safety after a calamity, restore utilities, or protect people or property from imminent danger is not bound by the nighttime cap. Because the rule is decibel-based rather than a flat curfew, a landscaper could, in principle, run a leaf blower at nighttime without violating the section if the sound stays under the applicable Table 1 limit at the receiving property line, though in practice compliance is difficult to demonstrate without a sound-level meter reading.
