California AB 1346 banned the sale of new gas-powered leaf blowers statewide effective January 1, 2024. In unincorporated Ventura County, leaf blower use is subject to the nighttime noise ordinance (Β§6299-1) restricting loud equipment use between 9 PM and 7 AM in residential zones.
Assembly Bill 1346 (signed 2021, effective January 1, 2024) banned the sale of new gas-powered small off-road engines including leaf blowers statewide. Existing gas blowers may still be used but are subject to Ventura County's nighttime noise prohibition under Β§6299-1. Leaf blowers, backpack blowers, and similar equipment are specifically listed in the Β§6299-2 definition of 'loud or raucous noise.' Use creating noise audible at 50 feet from the property line between 9 PM and 7 AM is prohibited. CARB and SCAQMD may offer rebates for transitioning to electric/battery equipment.
Using leaf blowers during prohibited hours (9 PMβ7 AM) in residential zones is a misdemeanor/infraction under Β§6299-3. Infraction fines: $100 first, $200 second, $500 each additional within one year. Retailers selling new gas blowers violate AB 1346 (enforced by CARB).
