Lee County, NC Noise Ordinances: Leaf Blower Rules (2026)

Lee County Code § 12-34(5) enumerates operating a mechanically powered saw, drill, grinder, lawn or garden tool, or similar tool in a residential area during nighttime hours as a prohibited and unlawful noise. Section 12-32 defines nighttime hours as after 10:00 p.m. and until before 7:00 a.m. local time, and residential area covers land zoned or used for sleeping purposes, including homes, apartments and operating schools, libraries or churches. The provision does not name leaf blowers specifically, but its wording covers any lawn or garden tool, which reaches gas or electric blowers used after dark.

Section 12-35(a)(2) carves out an exception during daytime hours only: lawnmowers, agricultural equipment and landscape maintenance equipment operated with the manufacturer's standard mufflers and noise-reducing equipment in reasonable operating condition fall outside the noise prohibitions entirely, meaning daytime yard work equipment, including blowers, is not restricted by this article. Enforcement runs through the Sheriff under § 12-37, with a required warning before any citation under § 12-38(a). A subsequent violation triggers escalating civil penalties of $200.00, $400.00, then $500.00, or prosecution as a Class 2 misdemeanor carrying fines up to $500.00 and up to 30 days imprisonment for repeat convictions.
