Subsection 54-193(d)(4) of the noise ordinance groups powered yard equipment together under one time restriction. Lawnmowers, chainsaws, powered garden equipment (which covers gas and electric leaf blowers), electric insect killing or repelling devices, and other nonconstruction maintenance equipment may be operated only between 7:00 a.m. and 9:00 p.m., unless the equipment stays within the sound pressure levels the article otherwise specifies, measured at the property line of the location where it is used. That built-in exception means the clock restriction is the default rule, but equipment quiet enough to fit under the stationary noise-limit table in subsection (d)(1), residential zones capped at 60 db day and 50 db night, would not need to observe the 7 a.m. to 9 p.m. window as strictly.

The rule sits inside the same section that governs construction noise (subsection (d)(2)) and the residential-zone enforcement power letting the monitoring officer order an immediate reduction (subsection (d)(3)), so a resident running a leaf blower at 6 a.m. or 10 p.m. is treated the same as any other stationary noise source outside its permitted hours. Snowblowers get a separate carve-out: subsection (d)(5) exempts snowblowers not operated commercially on residential property when used to clear access to a city street, so that equipment is not bound by the 7 a.m. to 9 p.m. window. Violations of the equipment-hours rule fall back on the city's general penalty in § 1-13.
