State law (HRS 342F-30.8) makes it unlawful to run a leaf blower or similar powered equipment outside 8:00 a.m.-7:00 p.m. Monday-Saturday, or outside 9:00 a.m.-7:00 p.m. on Sundays and holidays, when within or within 100 feet of a residential zone.
Leaf blowers are regulated statewide under HRS 342F-30.8 (enforced by the DOH), which applies island-wide on Hawaii because the county is the only local government. Two conditions must both be met for use to be unlawful: (1) it occurs outside 8:00 a.m.-7:00 p.m. Monday through Saturday, or outside 9:00 a.m.-7:00 p.m. on Sunday and/or a State/Federal holiday; AND (2) it occurs within a residentially zoned area or within 100 feet (30.48 meters) of one. Use inside those hours, or well away from residential zones, is not restricted by this rule.
Violations are enforced by the DOH; each day of violation is a separate offense. Complaints go to the DOH noise program or police.
