Rio Rancho, NM Noise Ordinances: Leaf Blower Rules (2026)

Rio Rancho has no leaf-blower-specific ban (no fuel-type prohibition or model restriction). Instead, leaf blowers, lawn mowers, trimmers, and similar gear fall under the outdoor power-equipment provision of Municipal Code 131.06. Per the city's published rules, no person shall operate or allow to be operated outdoors any power equipment during the hours of 8 p.m. to 7 a.m., and the maximum permitted output for such equipment is 85 dB(A) measured at the property line. During permitted daytime hours, ordinary yard equipment is allowed provided it stays within that 85 dB(A) cap and within the zone's general limits. The ordinance, effective July 1, 2024, exempts certain activities from the decibel limits altogether, including refuse collection and authorized governmental work. New Mexico state law does not regulate leaf blowers, so the city's hours-and-decibel approach controls. Violations are enforced under Municipal Code 10.99, which allows a fine of up to $500 and/or up to 90 days, each day a separate offense. Homeowners associations may impose stricter private rules, but those are enforced by the HOA, not the city.
