Sec. 10.5-51(19) exempts "Reasonable operation of equipment associated with the following activities between 6:00 a.m. and 9:00 p.m.: Lawn care, soil cultivation, maintenance of trees, hedges, and gardens; the use of lawnmowers, saws, and tractors; tree trimming; and limb clipping." Leaf blowers fall under lawn-care equipment. Outside those hours, or if use is unreasonable, the general noise-disturbance rule (Sec. 10.5-53) applies. There is no county-wide gas-blower ban. Governs unincorporated county; cities may differ.
Blower or mower noise outside 6 a.m.-9 p.m., or unreasonable use, is enforceable as a noise disturbance: misdemeanor, fine up to $500 or up to 60 days jail (Sec. 10.5-54).
