Baldwin Park has no separate 'outdoor music' chapter. Outdoor amplified sound is governed by the BPMC 130.34 property-line limits and the sound-amplifying-equipment rules in BPMC 130.39-130.42. Lawfully conducted parades are exempt under BPMC 130.37(J)(1), but other outdoor music must meet the decibel limits and avoid loud, unnecessary noise (BPMC 130.35).
The City of Baldwin Park does not have a dedicated outdoor-music or special-event noise chapter; outdoor sound is handled through the general decibel limits, the sound-amplifying-equipment rules, and the nuisance rule of Chapter 130. All outdoor noise crossing a property line must stay within the ambient base noise limits in BPMC 130.34(A) - for example, 65 dBA day / 60 dBA night in a commercial zone or 55 dBA day / 45 dBA night at a single-family residence. Sound amplifying equipment is regulated by BPMC 130.39 (no use except in compliance with the subchapter), BPMC 130.40 and 130.41 (commercial and noncommercial amplifying activities, limited to 10:00 a.m. to 10:00 p.m. when vehicle-mounted), and BPMC 130.42 (residential use only in compliance with 130.40). BPMC 130.37(J) lists exemptions including '(1) Lawfully conducted parades' and '(4) Bells, chimes or carillons while being used in conjunction with religious services.' Any outdoor music outside an exempt activity must avoid being a 'loud, unnecessary or unusual noise' under BPMC 130.35 and stay within BPMC 130.34. There is no separate noise-permit/variance provision in Chapter 130 for events, so organizers should coordinate with the City; these are the City's own ordinances, controlling within incorporated Baldwin Park rather than the county code.
Outdoor amplified music exceeding the BPMC 130.34 property-line limits, or constituting a loud, unnecessary or unusual noise under BPMC 130.35, can be cited; vehicle-mounted amplifying activities are limited to 10:00 a.m.-10:00 p.m. (BPMC 130.40-130.41). Lawfully conducted parades are exempt (BPMC 130.37(J)(1)). Enforcement is under the general penalty BPMC 10.99; loud party gatherings can also trigger BPMC 130.43 police-cost recovery.
