Outdoor live music in Camarillo is treated like any other noise source under CMC Chapter 10.34: it must comply with the zone-based exterior limits (55 dBA Leq day / 45 dBA Leq night in residential Noise Zone II). Any planned outdoor performance β restaurant patio bands, breweries, public concerts, weddings β generally requires a Special Event Permit from the Department of Community Development at least seven days in advance.
CMC 10.34 applies to all stationary sound sources, including patio bands, DJ booths and outdoor loudspeakers. Restaurants and event venues serving outdoor music must keep sound at the nearest residential property line below 55 dBA Leq before 9 p.m. and 45 dBA Leq after 9 p.m., measured against the three cumulative-time standards in 10.34 (+5/+10/+15 dBA over 20/10/1 minute windows). The Special Event Permit process administered by Community Development requires the application at least seven days in advance and may require commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus a fire-safety officer for certain events. Production noise from filming is also governed under the Special Event Permit and the same CMC 10.34 limits; student film projects may have application fees waived.
Violations are misdemeanors under CMC 10.34 carrying up to $1,000 and/or six months in jail; the City normally cites administratively first at $100 and escalates for repeat offenses within a 12-month window. Operating without a required Special Event Permit can also trigger a business tax license issue and immediate shut-down order.
