Camarillo Municipal Code Section 10.34.040 sets industrial and commercial noise limits at 65 dBA during the day (7 AM-9 PM) and 55 dBA at night (9 PM-7 AM). Section 10.34.110(D) specifically prohibits operating mechanical equipment including HVAC, pumps, fans, and air conditioning that violates these standards.
Under Section 10.34.040, Noise Zones III (commercial/office) and IV (industrial) have exterior noise limits of 65 dBA from 7 AM to 9 PM and 55 dBA from 9 PM to 7 AM. When industrial or commercial noise affects a residential receptor (Zone II), the stricter residential limits of 55 dBA daytime and 45 dBA nighttime apply at the residential property line. Section 10.34.110(D) makes it unlawful to operate any refrigeration, heating, cooling, air-conditioning apparatus, pump, fan, or similar mechanical device so as to create noise that violates Sections 10.34.040, 10.34.050, or 10.34.060. Section 10.34.060 adds a 5 dBA penalty correction for pure tone or impulsive noise character, which is common with industrial equipment. The Ventura County Air Pollution Control District (VCAPCD) at (805) 645-1400 also regulates some industrial operations that produce noise as a byproduct.
Violations are misdemeanors per CMC 10.34.150. The city may issue abatement orders requiring noise reduction measures. Failure to comply with an abatement order is a separate violation for each day of noncompliance. Contact Community Development at (805) 388-5360.
