Quiet hours in Camarillo, CA β also called the noise ordinance, nighttime noise rules, or residential quiet time β define the hours during which excessive noise is prohibited.
Camarillo Municipal Code Chapter 10.34 sets exterior noise limits of 55 dBA during the day (7 AM-9 PM) and 45 dBA at night (9 PM-7 AM) for residential zones. The ordinance prohibits any sound source that raises the ambient noise level by 5 dBA or more at the property line of the receiving property.
Section 10.34.040 establishes noise zones with exterior dBA limits: Zone I (agricultural/open space) and Zone II (residential) both allow 55 dBA from 7 AM to 9 PM and 45 dBA from 9 PM to 7 AM. Zone III (commercial) and Zone IV (industrial) allow 65 dBA daytime and 55 dBA nighttime. Under Standard B, no person may operate any sound source that causes the noise level at the receptor property line to exceed the ambient level by 5 dBA or more using either a one-minute averaging time (Leq) or the level exceeded 50% of a one-hour period (L50). Interior noise standards under Section 10.34.050 limit noise in common-wall dwellings to 45 dBA during the day and 40 dBA at night. Many planned communities in Camarillo have HOAs that may impose stricter quiet hours than the municipal code.
Violations are misdemeanors per Section 10.34.150 and Chapter 1.12. Each day of violation constitutes a separate offense. Violations may also be prosecuted as administrative citations under CMC Section 1.14 with escalating fines. The city may pursue abatement orders for ongoing noise nuisances, with costs assessed against the property owner.
