Jurupa Valley, CA Noise Ordinances: Outdoor Music (2026)

Jurupa Valley Municipal Code §11.05.040 expressly applies to permitted events: "No activity for which a temporary event permit is issued shall create any sound, or allow the creation of any sound, on any property that causes the exterior sound level on any other occupied property to exceed the sound level standards set forth in Table 1 of Section 11.05.040, or that violates the special sound source standards set forth in Section 11.05.060." That means even a fully permitted backyard wedding, quinceañera, mariachi performance, or commercial outdoor concert must keep its sound below the Table 1 standard measured at the neighbor’s property line. Amplified loudspeakers, PA systems, and electronically reproduced music typically fall under the §11.05.060 special-source rules, which historically (from the Riverside County code on which JVMC 11.05 is based) have prohibited amplified sound that is plainly audible at 50 feet from the source between 10:00 p.m. and 7:00 a.m. and have imposed a separate prohibition on sound that disturbs the peace regardless of dBA. Three categories of exception are recognized in the ordinance: construction-related events, single events, and continuous events — each requires a permit and event-specific conditions. Outdoor commercial venues (restaurants, breweries, banquet halls) typically must obtain a Conditional Use Permit through Title 9 zoning that conditions outdoor music hours and sound-level limits. The Jurupa Valley Code Enforcement complaint line (951-332-0790) and after-hours response is coordinated with the Riverside County Sheriff (which provides police services to Jurupa Valley by contract). Sheriff deputies can issue citations for Penal Code §415 (disturbing the peace) for clearly unreasonable noise even without a calibrated dBA measurement.
