Lake Forest, CA Noise Ordinances: Outdoor Music (2026)

The City of Lake Forest does not have a separate outdoor-entertainment noise ordinance; live and recorded outdoor music is treated under the general Noise Control chapter (Chapter 11.16, Ordinance 171, 2007). The applicable exterior limits in Section 11.16.040 are 55 dBA from 7:00 a.m. to 10:00 p.m. and 50 dBA from 10:00 p.m. to 7:00 a.m., measured at the affected neighboring property. Because the code specifically reduces the limit by 5 dBA when the sound is music, speech or tonal noise, outdoor concerts, DJs and live bands are effectively held to roughly 50 dBA in the daytime and 45 dBA at night at the property line. The graduated table tolerates short peaks but never allows more than the standard plus 20 dBA. Two important pathways exist for louder events: first, Section 11.16.060(B) exempts 'special events' as defined in Section 5.05.020 when conducted under a special event permit issued through Chapter 5.05, so a permitted community or commercial event may operate outside the normal numbers; second, Section 11.16.100 lets a noise source apply to the Noise Variance Board for a variance, with a $75 application fee, allowing temporary higher levels under conditions the Board sets. School-ground activities that are not 'special events' are also exempt under Section 11.16.060(A). For a backyard gathering with no permit, the standard property-line limits and the 5 dBA music reduction apply.
