School-ground activities that are not 'special events' are also exempt under Section 11.16.060(A). For a backyard gathering with no permit, the standard property-line limits and the 5 dBA music reduction apply.
Unpermitted outdoor music that exceeds the Section 11.16.040 limits (with the music reduction and duration tiers) is a Chapter 11.16 violation, a misdemeanor under Sections 1.01.200-1.01.260 (up to $1,000 and/or six months jail), prosecutable as an infraction. Events held under a Chapter 5.05 special-event permit or an approved Noise Variance Board variance are exempt within their permitted terms.
