The city is located in south Orange County; the nearest commercial airport is John Wayne Airport (Santa Ana/Orange County), whose operator, the County of Orange, has stated that the FAA and the pilot-in-command have sole jurisdiction over flight paths and that only the FAA can enforce flight-related issues. Residents disturbed by aircraft noise generally must direct complaints to the airport's noise-abatement office or the FAA, not to Lake Forest code enforcement. Ground-based airport equipment and on-property activities could still fall under local rules, but flights themselves do not.
There is no city citation for aircraft-in-flight noise, because the city is preempted from regulating it (and Section 11.16.060(I) expressly exempts federally preempted activity). Complaints about aircraft noise are directed to the operating airport's noise office or the FAA rather than to Lake Forest code enforcement.
