These are enforced by police as Vehicle Code citations, not under the city noise chapter. Lake Forest's own Municipal Code does add one vehicle-specific rule: Section 11.16.080 makes it unlawful to conduct motor-vehicle racing, testing, timing or similar noise-producing activities (including drag cars, motorcycles and off-road vehicles) between 11:30 p.m. and 8:00 a.m. In addition, a car stereo or idling vehicle parked on private property that disturbs a neighbor can be addressed under the property-based decibel limits in Section 11.16.040. The city's Chapter 11.16 was adopted as Ordinance 171 (2007) and applies citywide as Noise Zone 1.
